Still not working so I tried the systemui overlay from Sai's Oreo theme in your other apps and it works with my recents. Didn't know why yoru systemui didn't want to work but I have it stable now.

I like it a lot, but it kinda irks me that the quick settings icons are in white. I was hoping they'd be themed along with the system accent color like Swift Minimal's theme. I like this theme a bit better due to the large options of colors buuuut I gotta stick with four stars. Add the change for quick settings icons to be themed and insta 5 stars! (Unless I've missed how to do it properly. If so, let me know and I'll update the review!) ***So turns out there is an option. I'm a fool. The funny thing is I actually have it updated and everything but it doesn't seem to want to change the color from white for me.
