Docomo Palette is nothing extraordinary, has no fancy effects, but it looks nice and allows minimal and useful customization (sorting, tabs color). Latest update fixed lag issues. I recommend it for people looking for a simple, neat (but more colorful than default home) and efficient UI. I'd give it 5 stars if animations were smoother.

Simple answer is that this is pre-installed on android phones for DoCoMo which is 10 times more evil than Verizon. SO, if you are not DoCoMo user, there are no reasons to use this crap. DO NOT INSTALL IT. BTW, DoCoMo is in Google dictionary, impressed.

If you want organized folders and a really simple interface, use this. Other than that, my irk is 3.5 inch screen resolution for optimization should be added too.
