I wont get into the controls but work on the relation of the game name and the game assets. You cant have a game called undercover police when you have marked police cars only. Where is the undercover part? I can understand if you dont have textures for a police uniform but i see you have plenty of cars you can use. A game is an experience and this doesn't help the experience of being an undercover cop.
