New Features:
* Low tech fleets now have larger sensor and movement ranges, to be more useful and easier to use in the early game.
* Selecting a fleet that is out of movement, is over a planet, and is already selected, will select the planet underneath. Clicking the fleet again (while the planet is selected) will select the fleet.
Bug fixes:
* Fixed an issue where selecting one fleet, then quickly selecting another, would cause the previous fleet to 'teleport' to the second fleet's location.
