I think the game starts the puzzle with a random scattering of the tiles rather than a random shuffle of moves. I think the 3x3 has two configurations from a random scattering... One that's solvable and one that is solvable up to a non slide able swap between two tiles.

This is horrible it had a add with a girls but up in the air. My kids don't need to see that this game is deleted
