Have to match without any opportunities to learn first, and the information and maps fade away so quickly, it is difficult to actually learn the material.

I would rather it be a matching game. This app just like the game Memory, which isn't a good educational tool when trying to memorize something as complex as provinces and capitals. Memory is good for younger kids to learn capital/lower case letters. To learn maps and capital cities, a matching game would be better.
