Rearranging Rage Free

Challenging puzzle game. To win you have to rearrange the numbers in the tiles so they are in order. The catch is that when you change a tile, the tiles next to it will also change. Figuring out how to solve it is just the beginning, the real challenge is to solve it with the least amount of moves possible.
