In the Philippines, the recent tragedies brought about by severe weather conditions are aggravated by the limited accessibility of weather data as well as the lack of understanding of rainfall information. This revealed a necessity to improve both information gathering and dissemination of weather data in the country. Information regarding rainfall — a major element that influences the vulnerability of a community to flooding — is vital for contingency planning and disaster management.

The researchers aim to address this need through developing an effective location-based real-time rainfall monitoring application available through mobile devices and browsers which requires the use of interpolation methods to estimate unavailable rainfall data.
