Most motorola devices do not support the sip api. The new tablets do over wifi. Some Samsung and LG devices support it. Please share your results. The galaxy nexus supports this api all around on verizon. Results may vary based on manufacturer and carrier.

You should include a disclaimer that even though your device does not support the Android native APIs, sip clients may still work on your device. Motorola Droid Razr Maxx- No/No Still running Talkatone with Google Voice.
