هيئة محلية مستقلة ذا شخصية اعتبارية قانونية وذمة مالية مستقلة تأسست في العام 1952م؛ وهي ثالث أكبر بلدية في قطاع غزة من حيث عدد السكان والخدمات التي تقدمها إليهم، حيث يبلغ عدد سكانها 220,000 نسمة يسكنون في حوالي 18كم2، في مناطق تعتبر الأكثر فقراً والأكثر عرضةً للاجتياحات والقصف الإسرائيلي؛ ويوجد في منطقة نفوذها مخيم جباليا للاجئين الفلسطينيين الذي يعتبر أكبر مخيمات اللاجئين الفلسطينيين في قطاع غزة.
وتقدم البلدية للمواطنين خدمات المياه والصرف الصحي وتصريف مياه الأمطار، والصحة العامة والبيئة وخدمة جمع وترحيل النفايات الصلبة، وشق الطرق وتعبيدها وصيانتها وإنارتها، بالإضافة إلى إعداد المخططات الهيكلية والتفصيلية، وتنظيم جميع عمليات البناء، وتنظيم الأسواق، وتنظيم الحرف والصناعات، كما أنها تقوم بصيانة أسوار المقابر ومداخلها وإعادة تأهيلها، وتساهم في إنشاء الملاعب والحدائق العامة والمتنزهات.
