I'm at a loss... I think someone got a good contract to build a fancy looking app, submitted a sample of a couple hours work, but whoever looked at the incomplete, no-real-content sample build & mistook it for a finished project & cut a check then & there. I can't even fathom why this exists; I would say intentional abuse of funds, but I will give the benefit of the doubt that it's a mistake & there is no real malfeasance.
