This is a Text-To-Speech (TTS) engine for the Klingon language.

A Text-To-Speech engine is a system component that works in conjunction with apps that want to produce spoken output. For an example of an app which can speak Klingon, see {boQwI'}:

Any app can produce Klingon speech output through this TTS engine by calling Android's TTS API, using a locale with language code "tlh". See this documentation:

It is all cool. Ppl giving it bad rating just have no clue how to use it. Only downside is that I would expext Klingon speach to have faster cadence, sharper sound, more bravado, simply more umpf... this is kinda too civilized. Get Worf for help. He is ambassador after all.

All it is, is it update the Klingon app and adds a speech feature to it. It does not have it own separate app which is good. And the speech is clear and speaks slow so we beginners can understand. Very recommended every Klingon downloads it. - mej!!!!! (Goodbye)

This doesn't do anything by itself, but when paired with boQwI' it reads Klingon to you and you can hear how the words are pronounced.
