About Port State Control
About this app
The app is the result from the RAAK project in the Netherlands, named “Port State Control Onderzoek: Minder aanhoudingen Nederlandse schepen” which ran during 2015 and 2016. Students (Maritime Officer) from multiple Universities of Applied Sciences within the Netherlands participated in this project. Also Royal Wagenborg and some affiliated companies were appreciated partners, together with IG Advies, within this project.The NHL University of Applied Sciences was acting a lead partner. The app is build by Beyond Reality BV. This project is co-financed by Regieorgaan SIA, part of the Dutch NWO.

In short, above are some basic reasons to prepare for PSC inspections. Ships will be inspected by Port State Control Officers when they visit (foreign) ports. This app is supposed to help out as a hands-on tool to periodically check the status of your ship towards conformity to international convention requirements. The relevant international conventions are meant to keep crew, ship and environment safe and well.
Besides safety, there’s a financial incentive to prepare for PSC inspections before voyage and port entry. In case of non-conformities, ultimately, a ship can end up being detained while making no revenue. Also such detentions can potentially undermine both a Shipping Company’s reputation and Flag-state reputation (e.g. White List), which could result in future loss of orders.
The app should be used as a supportive tool, it’s not meant to be exhaustive, not covering all aspects in detail, nor can the app replace (inter)national legislation.
