The use of this device has led to a decrease of the waste water which was used just to cover the noise. Washlet Sound allows you to select your favorite melody to hide your little noises choosing among music, sounds of nature and generic sounds.

This is a nice app to have if you are using a pubic toilet and prefer not to be overheard, obviously it can't mask everything (like smell, duh) but it is good if sound is your concern.
