Visioni Urbane

Le condizioni fisiche e sociali delle città dell’Umbria sono decisamente diverse da quelle di altre aree del Paese, così come sono in parte differenti l’ordine di grandezza e la complessità dei problemi che la Regione ed i Comuni hanno affrontato nel corso del tempo. L’odierna condizione delle città umbre, e in particolare dei loro Centri storici, è anche il risultato tangibile di anni di politiche regionali dedicate alla rivitalizzazione degli insediamenti urbani, partendo dal recupero in senso fisico della città storica e delle periferie, per proseguire verso il sostegno al tessuto economico, agli operatori della piccola distribuzione, al diritto alla casa, alla mobilità, ai servizi urbani essenziali e a quelli innovativi come l’accesso alla rete.

L’esperienza dei PUC, i Programmi urbani complessi, rappresenta un modo originale ed efficace per affrontare, nei suoi molteplici profili, il tema della rivitalizzazione urbana, stimolando il protagonismo degli attori istituzionali e dei vari portatori di interessi, fra cui in primo luogo gli abitanti e gli operatori economici. Grazie all’impegno delle Amministrazioni nel restituire una visione del futuro alle proprie comunità e all’impiego di risorse di varia provenienza - dello Stato, della Regione, della Comunità Europea, ma anche dei Comuni e delle famiglie - con continuità operativa e tensione verso l’innovazione, si sono perseguite strategie di intervento che sono riuscite a rivitalizzare parti estese delle città dell’Umbria.

Le innovazioni introdotte nei contenuti progettuali dei PUC, negli strumenti collegati quali i Quadri strategici di valorizzazione ed i Piani di marketing urbano e nel partenariato pubblico-privato, nonché nei processi partecipativi, formano un patrimonio di saperi esperti e di comportamenti virtuosi, che il nuovo ciclo della programmazione comunitaria 2014-2020, con le Agende urbane e le Aree interne, potrà ulteriormente valorizzare.

The physical and social conditions of the cities of Umbria are very different from those of other areas of the country, as they are partly different order of magnitude and complexity of the problems that the region and the municipalities have faced over time. The present condition of the Umbrian towns, and especially of their historical centers, is also the tangible result of years of regional policies dedicated to the revitalization of urban settlements, starting from the recovery in the physical sense of the historical city and suburbs, to continue toward the support for the economy, the operators of the small distribution, the right to housing, mobility, basic urban services and innovative ones such as access to the network.

The experience of the PUC, the complex urban programs, is an original and effective way to address, in its multiple profiles, the theme of urban regeneration by stimulating the protagonism of the institutional actors and the various stakeholders, including primarily the inhabitants and economic operators. Thanks to the efforts of the government in giving back a vision of the future for their communities and the use of resources from various sources - the State, the Region, the European Union, but also the municipalities and families - with continuity and tension towards the 'innovation, have pursued strategies of intervention that have managed to revitalize large parts of the cities of Umbria.

The innovations in the content design of the PUC, in which the instruments connected Paintings strategic enhancement and marketing plans in urban and public-private partnerships, as well as in participatory processes, form a wealth of expert knowledge and good behavior, the new Community programming cycle 2014-2020, with the Agenda and urban areas inland, will further enhance.
