About PDF Utilities
PDF files are often protected via password that it is only possible to open and print it. Changes are not allowed by the author. This is just annoying on tablets to simply highlight something or to comment on the go.
This App "PDF Utilities" comes to rescue. With this you can easily unlock the PDF without much effort, so that changes can be made.
Another handy feature is remove pages from a PDF for simpler printing. You must not specify, which pages should be printed to exclude some pages (which is often very tedious).
A new feature is adding of blank pages in an existing PDF file. This is convenient for additional notes, if the space on a page is not enough.
Another Feature is automated removing of blank PDF pages.
And all this without sending the PDF file to a webservice, it remains on the device.
The app supports Dropbox, now. PDF-Files can be selected and processed directly out of the Cloud.
Features:

IMPORTANT: Because of limitations of writing on external storage, which was introduced in Android 4.4 (affects mainly the Samsung Galaxy devices), it is currently not possible to process PDF files from external SD cards. When a workaround exists, this is implemented in one of the next versions. Please copy the PDF files to the internal memory before processing.

I wish all apps could be this simple to use. As a note, when using the app to add a blank page to a document, the page will be added after the number you type in (example: type in "1" to make the second page blank)

It said that the pdf doc i wanna open is not only locked but also encrypted. And asked me to put the password to decrypted. If i know it the password, why should i use yr app? Pls work on it..

A truly complete PDF utility should both split and merge files, but this one only does the former.

It worked perfect for me. Otherwise every time when I wanna open a secured PDF, I have to enter the password. With this app, I have removed the password and now I can open directly as any other PDF. Really loved it.

I needed to complete some vital forms that were write protected. PDF Utilities unlocked the forms in seconds and I was able to complete the forms, sign and email them.

Doesn't work on encrypted pdf

This app has exactly what I'm looking for -- the option to delete any pages I want from a document. PROBLEM IS THAT IS DOESN'T AUTO-LOAD my three (3) current PDF's -- and, when I searched/opened the dozens of folders it presented to me (where I was supposed to find my PDF's), NOT ONE OF THEM WERE in those folders. I have the NAME of each PDF file, but this app doesn't have the option of letting us type those in. I'm so disappointed. This WOULD HAVE BEEN my fave PDF app EVER.
