This non-intuitive app feels like an ongoing project and maybe someday it will be usable.For now, though, there is "xodo pdf reader/editor.

It really needs a highlighting tool. However it works well on the samsung tab 3.

Particularly when zoomed in, 1-2" squares blink and black out periodically, and then the whole app crashes.

Not efficient enough yet for annotations: no way to draw directly on the text, highlight, etc. I hope it will be improved in the future, as I'm more of a FLOSS person... But for the while, it's still insufficient for my work.
