En 1981 el Jefe de estado de Honduras, General Policarpo Paz García decidió entregar el gobierno a los civiles, es cuando se redacta una Nueva Constitución por una Asamblea Nacional Constituyente y emitida mediante decreto No. 131 misma que fue ratificada y publicada en el Diario oficial La Gaceta (Honduras) No. 23,612 de fecha 20 de enero de 1982, entrando en vigencia en el acto de estampar las firmas y la cual hasta hoy, es la carta magna de ese país centroamericano.
