Partai ini didirikan atas inisiatif tokoh sosialis Belanda, Henk Sneevliet pada 1914, dengan nama Indische Sociaal-Democratische Vereeniging (ISDV) (atau Persatuan Sosial Demokrat Hindia Belanda).
