Android 'remembers' the state of the battery internally, the disadvantage of this is that when the state of the battery changes as a result of charge cycles and age, the Android system will not adjust itself accordingly.
For rooted users, the procedure is a lot easier, the app will ask for root permission. When root permission is granted, the app will apply a fix that forces Android to recheck the state of the battery.
This will rebuild the battery state and repair any battery measuring issues.

It says there make sure that your device is fully charge, after that unplug it and turn it off, when your phone is off, plug it into the charger and fully charge it again?! Its a fake app!!

Doesn't function as advertised and while a dev should make a profit, this app displays pop up ads as well as not one, but two ads at the bottom of the screen. Worthless for everyone except the dev who profits from the ads...

I love this app. The ads are nothing. This is honestly just a way to show new users how to reset their battery stats w/o root. I myself am running CM 13.1 latest snapshot unrooted AND playing mofo Pokémon! Being the lazy flasher that i am, i snagged this app that for some reason has been voted down to 3.0....shame on you droidians!
