Luật giao thông đường bộ và các văn bản hướng dẫn thi hành là hệ thống các quy phạm pháp luật và các quy tắc xử sự hành chính do Nhà nước và các cơ quan có thẩm quyền của nhà nước ban hành nhằm điều chỉnh các quan hệ xã hội phát sinh trong quá trình tổ chức, thực hiện hoạt động chấp hành và điều hành của các cơ quan quản lý nhà nước, tổ chức xã hội và công dân trên lĩnh vực đảm bảo trật tự an toàn giao thông (TTATGT).
Trong trường hợp vi phạm những quy định của Luật Giao thông đường bộ thì tuỳ theo tính chất, mức độ vi phạm và hậu quả xảy ra, người có hành vi vi phạm có thể bị xử phạt hành chính hoặc bị truy cứu trách nhiệm hình sự; nếu gây thiệt hại thì phải bồi thường theo quy định của pháp luật. Để hiểu cụ thể các trường hợp xử phạt thẩm quyền của người xử phạt (CSGT) các trường hợp xử lý nhưng vượt đèn đỏ .. các trường hợp CSGT được dừng xe vi phạm
