Dilli Odd Even is basically a Rule started by Delhi Government and CM Of Delhi (Mr. Arvind Kejriwal). Under this rule, cars with Odd number will only be allowed to travel in Delhi on Odd days and cars with Even number will only be allowed to travel in Delhi on Even days with some exemptions .

What ultimately this gives people is pollution free Dilli, Traffic Free Dilli and Clean Dilli.
