because the description text clearly says that it's a flashlight that starts immediately after the start of the app, with an additional "green filter" camera live view just for fun. If you don't need the live view, ignore it or use a normal flashlight app ;-) You can take photos and the photo is automatically saved as green night vision like image and normal image.
