مشروع بطاقة الأسرة هو احد المشروعات القومية التي تهدف إلي توجيه الدعم إلي المستحقين من خلال استخدام رقم تعريفي واحد وهو الرقم القومي. ويتم ذلك من خلال إصدار بطاقة ذكية لكل أسرة يمكن من خلالها الحصول علي الخدمات المختلفة مثل صرف المقررات التموينية المدعمة وصرف المعاشات الضمانية وصرف إسطوانات البوتاجاز وصرف الخبز المدعم والحصول علي الخدمات الصحية والسولار والحيازة الزراعية والبان الاطفال وغير ذلك من الخدمات من خلال بطاقة الاسرة الذكية - وبالتالي يمكن توفير بيانات ومعلومات دقيقة عن الأسرة المصرية وتصنيفها بناءا علي معايير محددة يمكن من خلالها تحديد الأسر التي تستحق إلي دعم وقيمة هذا الدعم.

المواطن المصري يتلقى الخدمات الحكومية المختلفة باستخدام بطاقة ذكية واحدة وبأسلوب حضاري ومتطور يمكن من الرقابة والتحكم ويدعم منظومة اتخاذ القرار.


أهداف المشروع

تتمثل أهداف نظام بطاقة الأسرة في الآتي
ضمان وصول الدعم للمستحقين من خلال نظام آلي وقاعدة بيانات محدثة وقواعد استهداف دقيقة مما يؤدي إلي فعالية استخدام الدعم.
توفير آليات لإحكام الرقابة والسيطرة علي معدلات الفقد والتسريب والتغلب على محاولات محترفي التلاعب في عمليات توزيع الحصص التموينية لمصلحتهم الشخصية.
توفير مناخ حضاري لصرف الخدمات المختلفة للمواطن المستحق لهذه الخدمات.
توفير إمكانية تحديد أنماط الاستهلاك للأسرة المصرية جغرافيا ونوعيا وكميا.
المساهمة في دفع الأسرة المصرية إلي التخلص من العادات السلبية مثل: التسرب من التعليم وعدم الاستفادة من الخدمات الصحية وغيرها.
ضمان العائد الاقتصادي للبطاقة الذكية من خلال تحميل جميع خدمات وأنواع الدعم علي البطاقة.
تحقيق الشفافية توفير آلية لتفاعل المواطن مع الحكومة في عملية ترشيد وإدارة الدعم.
