This is just an electronic version of the print rulebook. It is handy to have in case you lose your rules as a student, in case you are the coach and don't have the rules book handy, or at competitions to check a rule during an event. Don't expect it to give you tips and techniques, check the National Science Olympiad website. As a state director, all of the rules for our state are there.
