El festival Rock Al Parque inició en 1994 teniendo su origen en los Encuentros de Música Juvenil que se realizaron en el Planetario Distrital desde 1992, como una iniciativa del cantante Mario Duarte miembro de la banda La Derecha, quien busco el apoyo del Instituto Distrital de Cultura y Turismo de Bogotá (IDCT) y el empresario cultural Julio Correal con el objetivo de promover las bandas de Rock del país y a la misma vez fomentar programas de convivencia y tolerancia entre los jóvenes de la ciudad. Fue así como el festival se llevó a cabo del 26 al 29 de mayo en diferentes escenarios como el teatro al aire libre de La Media Torta,6 el Parque Simón Bolívar, la Plaza de Toros La Santa María, este último siendo el único lugar donde se cobró la entrada.
