Debbie, you are not correct, they cannot do this. This is the perm. For in app billing system provided and tracked by google. It is legit.

THis was once of the demands when I went to update. Means they can send out messages, without your consent & you pay for them. Only app that has ever requested it. Needless to say, I did not update. Too bad because I liked their app.
