علي منصور كيالي هو مهندس معماري وهو باحث سوري. ولد في 31 مارس 1953 بمحافظة حلب ودرس الرياضيات والفيزياء والكيمياء، أمضى من عمره ثلاثين سنة في البحث في تفسير القرآن الكريم وله الموسوعة القرآنية الشاملة مؤلفة من عشرة مجلدات فيها شرح حقائق من القرآن .
