Il progetto Open Data si sviluppa all'interno del percorso evolutivo del nostro ente, orientato all’aumento della trasparenza e della qualità dei servizi al cittadino attraverso il ricorso alle più recenti innovazioni tecnologiche; questi obiettivi sono perseguibili anche agevolando e semplificando la divulgazione delle informazioni e dei dati che l'Ente offre, tramite il web, a tutti gli utenti che ne abbiano necessità. Verranno infatti progressivamente pubblicati una serie di dati gestiti dall'Ente, categorizzati per argomento e fonte e liberamente accessibili, che possono essere consultati dai cittadini, utilizzati da operatori pubblici e privati per condurre ricerche o produrre soluzioni informatiche, o per agevolare la condivisione e il confronto di informazioni tra gli enti e le istituzioni pubbliche nazionali e comunitarie. Con la nuova sezione Open Data, il nostro ente intende aderire alle direttive europee in materia di condivisione dei dati degli enti pubblici. Il tema dell’Open Data rientra all’interno delle attività previste dal Decreto Semplificazioni introdotto dal Governo Monti. Si promuoverà esclusivamente l’uso di tipologie di dati che favoriscono il riutilizzo auspicato nei principi che regolano l'Open Government: reperibilità, fruibilità, riusabilità. Per riutilizzo si intende “l’uso del dato in possesso di enti pubblici da parte di persone fisiche o giuridiche a fini, commerciali o non commerciali, diversi dallo scopo iniziale per il quale il documento che lo rappresenta è stato prodotto nell'ambito dei fini istituzionali” (Direttiva 2003/98/CE del Parlamento Europeo e del Consiglio). Il riutilizzo è legato alle licenze d'uso indicate nelle rispettive schede di descrizione dei relativi dataset. I dati prodotti in tale modalità saranno resi liberamente accessibili a cittadini, operatori pubblici e privati. Si tratta di quegli insiemi di dati che, dopo una serie di verifiche normative (vedi ad esempio questioni in materia di privacy) e, ove necessario, un opportuno riadattamento tecnologico, saranno resi disponibili dal nostro ente, in ottica di riuso. The theme of the Open Data fall within the activities of the Decree simplifications introduced by the Government Monti. It will promote only the use of data types that promote reuse advocated in the principles that govern the Open Government: availability, usability, reusability. To reuse means "the use of the data in the possession of public bodies by natural or legal persons for the purpose, commercial or non-commercial, other than the initial purpose for which the document that represents it was produced as part of its institutional "(Directive 2003/98 / EC of the European Parliament and the Council). Reuse is related to user licenses indicated in the respective boards of description of the related dataset. The data produced in this manner will be made freely accessible to citizens, public and private operators.
