PERPA ana fikrinin temelinde yatan en önemli özelliklerden birisi, dev ticaret merkezini şehir trafiğini rahatlatacak bir noktada inşa etmekti.

Böylece belirlenen arsa, İstanbul`un kördüğüm olmuş trafiğine yeni bir halka eklemiyor fakat şehrin adeta içinde yer alıyordu. İki yanındaki anayollar sayesinde PERPA`ya ulaşım büyük bir rahatlığa dönüşüyordu.

Otopark sorunu da bulunmayan bu çağdaş ticaret merkezi, modern şehircilik anlayışına damgasını vuran bir yapı olma özelliğine sahip oluyordu.
