Hong Kong Volunteer Charter

Established in 1970, Agency for Volunteer Service (AVS) is a non-profit organization dedicated to playing a pivotal role in the promotion and development of sustainable volunteerism for building a caring society through partnership with all sectors of the community.

Hong Kong Volunteer Charter (The Charter) is drawn up by the AVS on the occasion of the 10th Anniversary of International Year of Volunteers (IYV+10) proclaimed by the United Nations in 2011. The Charter stipulates the essence and values of volunteerism, benchmarks volunteer practice and sets out the service environment favourable for volunteering. A revised edition of the Charter has been made in 2015 in order to catch up with volunteering development trend.
