시장은 그 지역 실정을 구석구석 잘 알고 있고, 시민들의 뜻을 받들어 잘 소통 할 수 있어야 하며, 풍부한 중앙정부의 근무경험으로 정계와 관계 그리고 많은 기업인들과 인적 네트워크가 잘되는 사람이 필요하다고 생각합니다. 또한, 무엇보다도 오로지 영주의 발전과 시민들의 행복을 위하여 뜨거운 열정이 있고 실천 할 수 있는 역량이 있어야 됩니다.
