학창시절 정치외교학생회장과 법정대학학생회장을 거치면서 학내문제와 사회문제에 대한 학우들의 민의를 대변하는 동시에, 학업에도 충실해 통일부주최 전국대학(원)생통일논문현상공모에서 최우수상을 수상하였다.
대학원에 진학하여서도 북한 및 통일문제신진학자 프로젝트에 당선되고 전국대학생통일문제연구회회장으로 활동하면서 폭넓은 인맥과 안목을 길러왔고 이때부터 알았던 인맥들은 지금까지도 아름다운 동행을 계속해오고 있다.

1992년 대통령선거에 김영삼 후보의 선거캠프에서 전국청년조직인 중앙청년엽합회(회장 김덕룡)에서 기획업무를 맡은 것을 계기로 문민정부출범 후 김덕룡 의원의 비서-보좌관일을 하게되면서 국정전반에 대한 본격적인 공부와 현장체험을 익힐 수 있었다.
그 과정에서 국회 보좌관연구모임인 윤중로포럼 대표를 맡아 다양한 세미나와 토론으로 국회내 젊은리더들을 이끌며 국정전반의 정책을 심도있게 연구해왔다.
폭넓은 상임위활동과 국회의원최초 인터넷홈페이지 개설 등 '최초전문가'
국회 외교통상위-재무위-국방위-환수위원회 등 김덕룡의원의 다양한 상임위활동을 보좌하면서 날카로운 분석과 비판, 그리고 대안제시라는 3박자가 의정활동의 기본임을 체험하며 해마다 국정감사에서 김덕룡의원이 베스트의원으로 선정되는데 이바지하며 최우수 보좌관으로서의 명성을 날렸다.

국회 최초 인터넷 홈페이지의 효시인 '김덕룡PC열린마당'으로 사이버게시판을 개설할 것을 제안하고 운영했던 것과 종이의정보고서 대신 최초로 CD의정보고서, 모바일홈페이지개설 등도 허준혁의 작품이다.
이와함께 그동안 저급문화로 인식되던 대중문화에 시대정신이 깃들어 있으며 한류가 우리문화의 나아갈 길이라는 점에 착안, 1999년 국회대중문화&미디어연구회창립을 제안하고 실무를 총괄하며 국회최초 영화시사회-대중가수공연 등 국화와 대중문화의 접목을 위해 노력해왔다.
특히 영화-방송-스포츠-국악-애니메이션-연극-뮤지컬 등 대중문화전반에 대해 국회차원에서 본격적으로 지원하고 격려하고자 실시한 국회대상은 연말이면 국회의 가장 큰 문화행사이자 대중문화인들이 가장 부러워하는 영예의 상으로 자리매김하였다.
세계한인상공인총연합회와 세계한민족재단을 통해 세계한인 차세대리더대회를 제안하고, 실무를 담당하면서 세계각국에서 활동하고있는 해외동포들과의 폭넓은 네트워킹도 허준혁의 큰 자산이 되고있다.

2006년 5.31지방선거에서 서초구청장도전을 준비하다 서울시의회에 진출한 것은 더욱 많은 신진엘리트정치인들을 만나고 직접적으로 의정활동을 하는 동시에 집행부를 보다 객관적으로 바라볼 수 있는 안목을 만들어준 축복이었다.
