Департамент природопользования и охраны окружающей среды города Москвы является органом исполнительной власти и обладает правами специально уполномоченного государственного органа в области охраны окружающей природной среды, охраны атмосферного воздуха, объектов животного мира и среды их обитания, сохранения биологического разнообразия, государственной экологической экспертизы.
