Talking Clock & Timer Free for Android
This app really is one of a kind. After a brief stint of trying every other talking clock or alarm clock I see nothing compares to this one. I can set it to run from 530 to 550 every morning and announce every minute during that time. No other app does this. I love it!
Standard voice doesn't read time at full hour. App sometimes mutes ring (turn on vibrations) when "talking", sometimes stops "talking" and sometimes "talks" unasked.

These comments refer to the COUNTDOWN aspect of this app: I installed and tested several countdown timers to help our family when getting ready to leave the house. This app proved the most versatile and gives clear audio announcement for the time remaining. You can also plug your device into an external speaker for extra volume. After a little experimenting, I discovered that It can also be layered so you can have an announcement every hour, then for the last half hour, then every 5 mins for the last fifteen minutes, then every minute for the last five minutes etc. My only suggestions would be adding a ten second spoken countdown option (Either for starting the timer or for the last ten seconds) and a spoken announcement for when the time is up. You will need to make sure to check through all the settings as this app has a painful habit of turning your device volume to vibrate only.

It only needs a couple of things: Mainly A DISMISS button so I don't have to turn off and on the alarm , and instead of days and months in the contextual settings make it a little button on the side of the time, and instead of using a 24 hour clock just put in the time button a slide between AM and PM for those of us who don't know military time

Crashed constantly as soon as it was downloaded.
It tells the time every few minutes in the morning when I need to get up. Doesn't work in vibrate mode on my Galaxy S4 Mini even when the option is selected.
The program works for 1 hour and then stops working. This stupid program need more work. it doesn't stay on you have to manually turn it on every hour. Is so stupid. I want to give it a zero star but it won't allowed me. And I was going to buy it. Fu@k it.
One annoying problem: half the time it is leaving the media volume low after speaking the time, instead of putting it back to the original volume. One suggestion: the programmed and manual clocks have the "Use Text to Speech" but there is no equivalent that I can see for the Instant Clock. Please add that to the settings. Sadly the app crashes on opening Marshmallow since my phone updated itself today.
Needs profiles so you can group alarms for working days, holidays, vacation, etc. Profile on off to turn off work alarms and keep non work related alarms on.
When I drive in my car and listen to audio files through Bluetooth, when this app says the time it messes up the Bluetooth connection and I stop hearing the audio through the car speakers, it plays through the phone and I can't hear it. I then have problems getting the Bluetooth to work, I have to disconnect and connect multiple times until it works again. All this is caused every time the app says the time while Bluetooth is on, I can't use this app anymore. This problem occurs only with this app.
Nice. But clock should stay on when its closed what's the sence of having speaking clock
I really love this. It helps keep me on track through my routines especially in the morning. I love that I can have a custom recordings for timer periods. I do wish you could edit a start time of a planned timer and it would automatically update the start time for the other periods in the timer group. Also would be nice if you could skip time periods in manual timers and it would be great if you could turn a manual timer into a planned one and visa versa. Overall a great app and has a nice layout too.
I love this app very much that I installed it in all of my Android devices. This is very indispensable that this is my primary clock. Keep up the good work !!!
Great app. Does some weird things with Bluetooth volume, I often need to manually restore the volume after it says the time, or plays a sound.
Clock not speaking time in 24hrs formal, rest everything is very good, lots of options.
Notification sound setting reduces why !!!!

TRYING IT OUT. LOOKS LIKE A PROMISING WORK IN PROGRESS. NEEDS IMPROVEMENT IN DURATION SETTING. I SET SUCH FOR EVERY FIFTEEN MINUTES AND SUCH STARTED ON AN ODD TIMING, NOT UPON EACH QUARTER HOUR! GOOD TO HAVE THAT CHOICE, JUST MAKE IT A CHOICE, NOT PRE-SET CONFIGURATION. MORE IN TIME.

... if you could specify frequency in seconds and have more than one frequency per period. What's a talking countdown without calling out the last few seconds, right?

I would give 5 stars if not for very disturbing bug (pun intended) that this app interferes with system's "do not disturb" mode, even although there is no permission requested or given. This app either switches 'silent state' to 'alarms only' or turns off 'do not disturb'.
