The app is listed as free and is called "Cologne map offline". The first thing one gets as notification, thought, is that if one would want to use the offline map, one should pay. In the app description it's not clearly mentioned that only the online map is for free. I don't mind paying, but I uninstalled it, because it's a matter of principle.
