东晋诗人伏滔有〈长笛赋〉，曾述及汉晋以来的竹笛文化。东晋名臣桓伊有「笛圣」之称，曾拥有蔡邕所製作的名笛柯亭笛，并编奏出《梅花三弄》，流传至今。

中共初期，由于当时独奏曲目的数量未能应付频繁的演出，而大多接专业作曲家并不热衷为笛子创作，因此责任便落于演奏家的身上[12]。1950年代兼任作曲的演奏家虽然在能力和条件上存在着问题和困难，但也尽力满足国家的需要[13]，这是一个非常典型的共产主义国家的艺术发展的例子。当时的演奏家通常没有接受过专业作曲训练，作品的发展受到局限[14]。他们的创作动机大多是表现自己在音乐上的能力，如个人的技术和风格等，而音乐素材多为民间音乐及戏曲音乐，辅以放慢加花、变奏等创作手法来作曲，作品往往显得过于单调及缺乏创造力[15]。

1950年代以降，中国演奏家开始改编苏联及东欧等地区的民间乐曲。罗马尼亚民间乐曲《霍拉舞曲》被刘森于1950年代改编为笛子独奏曲，匈牙利音乐风格创作的《流浪者之歌》、俄罗斯作曲家尼古拉·里姆斯基-科萨科夫创作的《野蜂飞舞》及捷克民间舞蹈为素材的《单簧管波尔卡》等均被移植为笛子独奏曲，演奏家们籍着演奏这些高难度的改编乐曲以表现个人的技术水准。

1980年代，部份音乐学院的作曲系学生在创作中加入现代音乐的元素。民族乐器独特的声响吸引新作曲家的兴趣，一些注重声响效果的现代乐曲因而出现。较成功的作品有谭盾的《竹迹》、杨青的《醉笛》、莫凡的《绿洲 (笛子)》。

专业作曲家以乐谱清楚交代作曲家对演奏者在演奏时的力度变化，亦增强笛子在音色上的变化；并大量运用複杂的节奏组合、多调性、大量半音等现代作曲技巧。并由过去以大型民族乐团伴奏改为以室内乐伴奏为主。
