Now that all of the layers are pulled up, they should be fluffed to give the flowers a more natural and realistic look. With the remaining squares repeat the same process and continue making paper flower. For stronger flower stems wrap together two pipe cleaners which also works to make different flower sizes and to give a more realistic looking finish. You can also cut the tissue paper in different sizes, depending on the size of flower that you are trying to create. You could also add more layers of paper for thicker flowers and less paper for thinner flowers.
