La fédération de la santé et de l’action sociale est née en mars 1979, de la séparation de la fédération des services publics et de santé en deux fédérations :
La fédération des services publics
La fédération de la santé et de l’éducation spécialisée.

Depuis sa création, il y a eu des évolutions, pour mieux prendre en compte les revendications des différents secteurs.

En son sein, sont syndiqués les personnels de la santé, publique, ceux des cliniques privées à but non lucratif, ainsi que ceux des cliniques privées à but lucratif, tous les personnels de l’action sociale, en dehors de ceux relevant des personnels territoriaux ou de la sécurité sociale.

La fédération a créé en son sein des unions fédérales, au nombre de 4 :
L’Union Fédérale des Ingénieurs Cadres et Techniciens (UFMICT)
L’Union Fédérale des retraités (UFR)
L’Union Fédérale de l’Action Sociale (UFAS)
L’Union Fédérale de la Santé Privée (UFSP)

Par ailleurs, il existe des commissions nationales :
Commission des jeunes
