نگارخانه شهر کتاب فرشته بر این عقیده است که هنر متعلق به عده ای خاص نمی باشد و مخاطب آثار هنری همه مردم هستند. از اهداف اصلی نگارخانه آشنایی و نزدیکی مردم با هنر معاصر و هنرمندان جوان است و سعی دارد که با برگزاری رویدادهای هنری، پروژه های نو و خلاق، فاصله میان مردم و هنرمندان را کم کند

نگارخانه شهر کتاب فرشته محلي براي نمايش، حمايت از خلق آثار معاصر و ايجاد فضايي مناسب براي معرفي استعدادهاي جوان و نوظهور با رویکردهای متفاوت مي باشد. در اين راستا، در برنامه ي خود همكاري با گالري ها، بنيادها، موزه ها و مراکز آموزشی و هنری را دنبال مي كند.
