ChargeBright automatically increases your display brightness when charging, and automatically restores your lower default battery brightness when not charging.
Why do this? Because a brighter display is a better looking display, so when the juice is freely flowing while docked and charging, it makes sense to take advantage of it.
Oddly, there's no System Setting to enable this behavior — not even in custom ROMs like CyanogenMod — so I wrote ChargeBright to do it for me, because I got very tired of having to remember to manually use the PowerControl Widget brightness toggle every time I plugged and unplugged my phone.
While there are a few other apps that are capable of doing what ChargeBright does — such as Settings Profiles Lite, Toggle Settings, and Tasker — these other apps are intended to handle everything including the kitchen sink and thus are much more complicated to use, require more resources, and for at least one, it doesn't work if the screen is locked.

I wanted to watch my fish during the day at work. Stupid ICS will not allow that, so I looked everywhere including HERE. There is a reason no RAZR users rate this app-- it doesn't work for us. Uninstall

This app does exactly what it says: it allows you to automatically adjust screen brightness based upon charging status. Very handy for saving battery and having optimal viewing when charging. Just bought the Pro version to support the dev.

If my phone is already maxbright when i run it the first time, then it doesnt restore to lower.

I set low brightness to save battery but while driving it' hard go see GPS daytime, this auto switch go full brightness when plug in car charger!

On my Nexus 10, the screen still dims when charging, even though I chose the settings to never sleep and never dim the screen when charging. The paid version also had this problem on my device.

It was last updated in 2011. So keep that in mind when blasting it with a bad review for not working on your new device.
