Ask a question, report an issue, or give input to the City of Santa Monica anytime, using Santa Monica’s GO Customer Service Center. See a pothole, graffiti, or a burned-out streetlight? Want to report water wasting or leafblower use? Have a question about parking or trash pickup? Submit any issue, question, or comment easily using the GO SMGov app. Just select your topic and take a picture, if applicable--the app knows the location and sends it directly to the appropriate City Department. This app provides Santa Monica residents, businesses and visitors the ability to communicate with City Hall 24/7. Time-consuming trips or phone calls to City Hall can be avoided by using GO SMGov to handle your issues when you’re on the go! Please note that the system is not intended to provide immediate response to real-time emergencies, which should be reported directly to the Police via a 911 call.

The app is usefull. But one nice feature to add is repeat offenders option(s). It means if someone is repeatedly using a leaf blower about the same time ever week or blocking a driveway about the same time 2x a week or whatever that case is, and they could contact/reach out to the person to see if the person is doing it and if so send someone out after they submit a request.
