Pengembangan dan Penyelenggaraan Pelayanan Terpadu di lingkungan Pemerintah Kota Pematangsiantar, sebagai salah satu upaya perbaikan kualitas pelayanan perizinan secara berkesinambungan melalui pembenahan sistem pelayanan perizinan yang menyeluruh dan terintegrasi serta dilaksanakan dalam rangka sinergitas dengan strategi maupun kebijakan nasional, selaras dengan Peraturan Menteri Dalam Negeri Nomor 24 Tahun 2006 tentang Pedoman Penyelenggaraan Pelayanan Terpadu Satu Pintu yang terkait dengan peningkatan kemudahan pelayanan.

Melalui Undang Undang Republik Indonesia Nomor 25 Tahun 2007 tentang Penanaman Modal pemerintah telah memberikan fasilitas dan kemudahan pelayanan perizinan kepada perusahaan penanaman modal. Kemudahan pelayanan perizinan sesuai dengan Peraturan Presiden Republik Indonesia Nomor 97 Tahun 2014 mewajibkan penyelenggaraan perizinan dan nonperizinan menggunakan pelayanan secara elektronik. Dimana pelaksanaan pelayanan secara elektronik sebagai perwujudan pelayanan yang baik dan prima kepada penanam modal untuk mendapatkan informasi tentang pelayanan perizinan tanpa harus datang ke kantor Badan Pelayanan Perizinan Terpadu.
