About ASSESS-RE-TOOL
This work was funded by the Government of Andalusia, awarded by the Department of Economy, Innovation and Science through the Agency of Innovation and Development of Andalusia.
This App called ASSESS-RE-TOOL has the objective to facilitate the simulation of management decisions of health and safety based on their impact on the RE in MSW Treatment and Collection Companies. The aim is to determine the level of importance of 61 actions classified in 6 Resilience Engineering principles (Top Management Commitment, Just Culture, Learning Culture, Awareness and Opacity, Preparedness and Flexibility), for Municipal Solid Waste Companies to improve their resilience in occupational health and safety.
For the former purpose the user will have to make the following decisions:
1st) Select between two Macro Activities:
a) Treatment
b) Collection and Service Delivery
2nd) Select between two kind of Strategy of Actions:
a) Global Strategy Action is when you want to assess a "global strategy of actions" for all the macro activity previously selected (Treatment or Collection and Service Delivery). This will involve evaluating the 61 "individual actions" for the 6 principles of all jobs defined in the macro activity, one after another.
b) Particular Strategy Action is when you want to assess a "particular strategy of actions" for a given jobs of a particular macro activity, always for all 6 principles.
3rd) Select between two initial situations to begin:
a) Basal Initial Situation Perceived by Workers (BISPW). It is pre-charged with values for each action, principle and job, based on the results obtained by questionnaires in the LIMASA company.
b) Predefined Initial Situation by User (PISU). It is when the user defines in the "options" button at the menu the initial situation. If the user selects this PISU option without defining his/her own values, he/she finds an initial value for each action, principle and job, with 3 points. He/She can change each value according to his/her interest in the option button. The possible values are between 1 and 5, in intervals of 0.25 points.
THE RESULTS
Job Global Value (JGV). It is the weighted average for the job being evaluated from the results obtained for each action and principle, as shown in the equations and weight data button.
Global Standardized Assessment Result (GSARm). It is calculated by adding the JGV values obtained for each of the "n" jobs that make up the macro activity "m", and dividing the result by the "n" number of jobs to obtain the mean value, as shown in Equations button.
ASSESS-RE-TOOL has been developed into the context of SAFERA ERA-NET on industrial safety first call for transnational research projects concerning Human and organizational factors including the value of industrial safety. The coordinator of the project, called "Design and development of a simulation tool for decision making in the management of health and safety based on Resilience Engineering, to promote a safety culture change process in MSW treatment companies (ASSESS-RE-TOOL)", has been LIMASA (Municipal Solid Waste Management Company from Málaga (SPAIN)) which has been working together with Universidad de Málaga. The partner has been the Università Degli Studi di Napoli Federico II (Italy).
The ASSESS-RE-TOOL has the objective to facilitate the simulation of management decisions of health and safety based on their impact on the RE in MSW Treatment and Collection Companies, and is based on the quantitative method developed by Shirali et al (2013).
This tool has been designed and programmed by Pedro José Fenoy Illacer and Juan Carlos Rubio Romero from Universidad de Málaga, and checked by LIMASA.
