ปัจจุบันโลกของเรากำลังเผชิญกับปัญหาทางด้านสิ่งแวดล้อมที่สำคัญหลายปัญหา อันเนื่องมาจากการที่โลกเสียสมดุล ซึ่งมีสาเหตุทั้งจากการเปลี่ยนแปลงตามธรรมชาติและที่สำคัญ คือ ผลจากกิจกรรมของมนุษย์ ไม่ว่าจะเป็นปัญหาการเสื่อมโทรม ของทรัพยากรธรรมชาติ มลพิษทางสิ่งแวดล้อม พิบัติภัยทางธรรมชาติ เช่น น้ำท่วม แผ่นดินถล่ม รวมทั้งปัญหาการเปลี่ยนแปลง สภาพภูมิอากาศโลก (Climate Change) อันนำไปสู่ปัญหาภาวะโลกร้อน (Global Warming) น้ำแข็งขั้วโลกละลาย ระดับน้ำทะเลเพิ่มสูงขึ้น เกิดพายุรุนแรง น้ำท่วม ภาวะแห้งแล้ง การแพร่ระบาดของพาหะนำโรคและโรคบางชนิด เป็นต้น ปัญหาต่างๆ เหล่านี้ นอกจากจะก่อ ให้เกิดผลกระทบต่อระบบสิ่งแวดล้อมของโลกแล้ว ยังก่อให้เกิดผลกระทบอย่างรุนแรงต่อสุขภาพอนามัย ชีวิต และทรัพย์สินของมนุษย์ ตลอดจนเศรษฐกิจของสังคมโลกอย่างมากด้วย

องค์กรทางด้านวิทยาศาสตร์และสิ่งแวดล้อมที่สำคัญระดับโลก ได้แก่ NASA (The National Aeronautics and Space Administration), NOAA (National Oceanic and Atmospheric Administration), NSF (National Science Foundation) และ Department of Education and State ของสหรัฐอเมริกา ต่างเห็นว่าการดำรงชีวิตของเราในโลกปัจจุบันและในอนาคตจะขึ้นอยู่กับ การเรียนรู้และความเข้าใจความเป็นไปของโลก ทุกคนบนโลกควรจะได้เรียนรู้ ตระหนัก และเห็นถึงความสำคัญของสิ่งแวดล้อมทั้งในระดับท้องถิ่นและระดับโลก โดยเฉพาะอย่างยิ่ง เยาวชนซึ่งเป็นอนาคตของโลกจะเป็นปัจจัยสำคัญที่สุดที่จะช่วยให้เราสามารถป้องกัน แก้ไข และผ่านพ้นปัญหาต่างๆ ที่กำลังเกิดขึ้นได้อย่างยั่งยืน จึงได้ริเริ่มโครงการ GLOBE (Global Learning and Observations to Benefit the Environment) ขึ้นในปี พ.ศ. 2537 และประเทศไทยได้เข้าร่วมเป็นสมาชิกโครงการนี้ ในปี พ.ศ. 2542 โดยมีสถาบันส่งเสริมการสอนวิทยาศาสตร์และเทคโนโลยี (สสวท.) ทำหน้าที่เป็นผู้ประสานงานและดำเนินการ เพื่อส่งเสริมให้นักเรียนได้เรียนรู้วิทยาศาสตร์ สิ่งแวดล้อมโลกผ่านการศึกษาวิจัยในลักษณะของวิทยาศาสตร์โลกทั้งระบบ (Earth System Science: ESS) โดยการศึกษาวิจัยร่วมกันระหว่างนักเรียน ครู นักวิทยาศาสตร์ และชุมชนทั่วโลก เพื่อที่จะเข้าใจความสัมพันธ์ของระบบต่างๆ ของโลก ตระหนักถึงสภาพและปัญหาสิ่งแวดล้อม และร่วมกันรับผิดชอบในฐานะสมาชิกคนหนึ่งของโลกที่จะป้องกันดูแลรักษาทรัพยากรธรรมชาติ และสิ่งแวดล้อม อย่างยั่งยืนต่อไป

สสวท. เล็งเห็นความจำเป็นที่จะต้องส่งเสริมให้นักเรียนเกิดการเรียนรู้สิ่งแวดล้อมในลักษณะดังกล่าว จึงได้พัฒนาคู่มือครูวิทยาศาสตร์โลกทั้งระบบขึ้น ซึ่งสอดคล้องกับมาตรฐานการเรียนรู้ กลุ่มสาระการเรียนรู้วิทยาศาสตร์ ช่วงชั้นที่ 3 (มัธยมศึกษาปีที่ 1 - 3) หลักสูตรการศึกษาขั้นพื้นฐาน พุทธศักราช 2551 เพื่อให้สถานศึกษาใช้เป็นแนวทางในการจัดกิจกรรมการเรียนรู้เกี่ยวกับสภาพแวดล้อมธรรมชาติในท้องถิ่น มีเป้าหมายเพื่อให้นักเรียนได้พัฒนาความรู้และความตระหนักถึงความสัมพันธ์ระหว่างองค์ประกอบต่างๆ ในระบบสิ่งแวดล้อม รวมทั้งผลกระทบจากการเปลี่ยนแปลงขององค์ประกอบดังกล่าว อันนำมาซึ่งปัญหาสิ่งแวดล้อมในหลายด้าน

การพัฒนาคู่มือครูวิทยาศาสตร์โลกทั้งระบบเล่มนี้ ได้รับความร่วมมืออย่างดียิ่งจากคณาจารย์ผู้ทรงคุณวุฒิจากมหาวิทยาลัย นักการศึกษา นักวิทยาศาสตร์โครงการ GLOBE ของ สสวท. โครงการ GLOBE สหรัฐอเมริกา ครู และนักเรียนจากโรงเรียนที่ทดลองใช้ สสวท. ใคร่ขอขอบคุณทุกท่านมา ณ โอกาสนี้
