ปัจจุบันโลกของเรากำลังเผชิญกับปัญหาทางด้านสิ่งแวดล้อมที่สำคัญหลายปัญหา อันเนื่องมาจากการที่โลกเสียสมดุล ซึ่งมีสาเหตุทั้งจากการเปลี่ยนแปลงตามธรรมชาติ และที่สำคัญ คือ ผลจากกิจกรรมของมนุษย์ ไม่ว่าจะเป็นปัญหาการเสื่อมโทรมของทรัพยากรธรรมชาติ มลพิษทางสิ่งแวดล้อม พิบัติภัยทางธรรมชาติ เช่น น้ำท่วม แผ่นดินถล่ม รวมทั้งปัญหาการเปลี่ยนแปลงสภาพภูมิอากาศโลก (Climate Change) อันนำไปสู่ปัญหาภาวะโลกร้อน (Global Warming) น้ำแข็งขั้วโลกละลาย ระดับ น้ำทะเลเพิ่มสูงขึ้น เกิดพายุรุนแรง น้ำท่วม ภาวะแห้งแล้ง การแพร่ระบาดของพาหะนำโรคและโรคบางชนิด เป็นต้น ปัญหาต่างๆ เหล่านี้ นอกจากจะก่อให้เกิดผลกระทบต่อระบบสิ่งแวดล้อมของโลกแล้ว ยังก่อให้เกิดผลกระทบอย่างรุนแรงต่อสุขภาพอนามัย ชีวิต และทรัพย์สินของมนุษย์ ตลอดจนเศรษฐกิจของสังคมโลกอย่างมากด้วย

องค์กรทางด้านวิทยาศาสตร์และสิ่งแวดล้อมที่สำคัญระดับโลก ได้แก่ NASA (The National Aeronautics and Space Administration), NOAA (National Oceanic and Atmospheric Administration), NSF (National Science Foundation) และ Department of Education and State ของสหรัฐอเมริกา ต่างเห็นว่าการดำรงชีวิตของเราในโลกปัจจุบันและในอนาคตจะขึ้น อยู่กับการเรียนรู้และความเข้าใจความเป็นไปของโลก ทุกคนบนโลกควรจะได้เรียนรู้ ตระหนัก และเห็นถึงความสำคัญของ สิ่งแวดล้อมทั้งในระดับท้องถิ่นและระดับโลก โดยเฉพาะอย่างยิ่ง เยาวชนซึ่งเป็นอนาคตของโลกจะเป็นปัจจัยสำคัญที่สุดที่จะช่วยให้เราสามารถป้องกัน แก้ไข และผ่านพ้นปัญหาต่างๆ ที่กำลังเกิดขึ้นได้อย่างยั่งยืน จึงได้ริเริ่มโครงการ GLOBE (Global Learning and Observations to Benefit the Environment) ขึ้นในปี พ.ศ. 2537 และประเทศไทยได้เข้าร่วมเป็นสมาชิกโครงการนี้ ในปี พ.ศ. 2542 โดยมีสถาบันส่งเสริมการสอนวิทยาศาสตร์และเทคโนโลยี (สสวท.) ทำหน้าที่เป็นผู้ประสานงานและดำเนินการ เพื่อส่งเสริมให้นักเรียนได้เรียนรู้วิทยาศาสตร์สิ่งแวดล้อมโลกผ่านการศึกษาวิจัยในลักษณะของวิทยาศาสตร์โลก ทั้งระบบ (Earth System Science: ESS) โดยการศึกษาวิจัยร่วมกันระหว่างนักเรียน ครู นักวิทยาศาสตร์ และชุมชนทั่วโลก เพื่อที่จะเข้าใจความสัมพันธ์ของระบบต่างๆ ของโลก ตระหนักถึงสภาพและปัญหาสิ่งแวดล้อม และร่วมกันรับผิดชอบในฐานะสมาชิก คนหนึ่งของโลกที่จะป้องกันดูแลรักษาทรัพยากรธรรมชาติ และสิ่งแวดล้อมอย่างยั่งยืนต่อไป

สสวท. เล็งเห็นความจำเป็นที่จะต้องส่งเสริมให้นักเรียนเกิดการเรียนรู้สิ่งแวดล้อมในลักษณะดังกล่าว จึงได้พัฒนาหนังสือเรียนโลกทั้งระบบขึ้น ซึ่งสอดคล้องกับมาตรฐานการเรียนรู้ กลุ่มสาระการเรียนรู้วิทยาศาสตร์ ช่วงชั้นที่ 3 (มัธยมศึกษา ปีที่ 1 - 3) หลักสูตรการศึกษาขั้นพื้นฐาน พุทธศักราช 2551 เพื่อให้สถานศึกษาใช้เป็นแนวทางในการจัดกิจกรรมการเรียนรู้เกี่ยวกับสภาพแวดล้อมธรรมชาติในท้องถิ่น มีเป้าหมายเพื่อให้นักเรียนได้พัฒนาความรู้และความตระหนักถึงความสัมพันธ์ระหว่างองค์ประกอบต่างๆ ในระบบสิ่งแวดล้อม รวมทั้งผลกระทบจากการเปลี่ยนแปลงขององค์ประกอบดังกล่าว อันนำมาซึ่งปัญหาสิ่งแวดล้อมในหลายด้าน การพัฒนาหนังสือเรียนโลกทั้งระบบเล่มนี้ ได้รับความร่วมมืออย่างดียิ่งจากคณาจารย์ ผู้ทรงคุณวุฒิจากมหาวิทยาลัย นักการศึกษา นักวิทยาศาสตร์โครงการ GLOBE ของ สสวท. โครงการ GLOBE สหรัฐอเมริกา ครู และนักเรียนจากโรงเรียนที่ทดลองใช้ สสวท. ใคร่ขอขอบคุณทุกท่านมา ณ โอกาสนี้
