As far as I can tell, the app scans QR on items such as CD to verify authenticity with the Kementerian. But what are the permissions such as Location, Wifi, etc needed for?

Stupid apps with wrong informations, don't take the information seriously. You can try it for yourself, go to the nearest music shop and try to scan cds randomly and you will get wrong serials most of the times.
