Backup a list of all your apps to external storage in the form of a .json file. Then, install the app on your new or rebuilt phone and re-install your apps straight from the Google Play Market! No root, no .apk files, and no hassle!
Please note, if you are switching phones or your external storage will be wiped, click on the share option after backing up your apps. Place the app_list_backup.json file back on the external storage of the new or restored device and the app will automatically find the file and show you your app list.

ACCESS_NETWORK_STATE - Determines if the device is currently connected to a mobile data or WiFi source. Helps conserve data.
WAKE_LOCK - Required by the Google Analytics API. I'm working on trying to get this removed, it doesn't effect doze.
BILLING - Allows for a one time payment to remove all forms of advertisement. Also used to collect donations.
READ/WRITE_EXTERNAL_STORAGE - Both permissions are used to write the app list file to the external storage.

This is a good Idea that does not work on my HTC One M8. I lost the list on SD Card with the clean install.

Can't select extsdcard / micro sd on Samsung. Can only backup to internal sd. No backing up to cloud services either.

(Nexus 7) Every attempt to restore from Play store forces app to crash. Would be useful if the description/instructions stated that the backed up .XML file needed to be place in the root of the sdcard in order to be found.
