לשכת עורכי הדין בישראל הוקמה בשנת 1961 כגוף אוטונומי שמוסדותיו העיקריים נבחרים בבחירות דמוקרטיות, ע"י כלל עורכי הדין, על-פי חוק לשכת עורכי הדין, התשכא – 1961.

הלשכה היא תאגיד ועומדת לביקורת מבקר המדינה.

כל חבר לשכה, דהיינו אדם הכשיר להיות עוד והוא תושב ישראל ובגיר, יהיה לעוד עם קבלתו כחבר הלשכה ועליו להיות רשום באחד ממחוזותיה כקבוע בחוק.

בין תפקידי הלשכה - להסמיך עורכי דין חדשים; לקיים את השיפוט המשמעתי לעורכי הדין והמתמחים; לתת סעד משפטי למעוטי אמצעים ועוד.

מוסדות הלשכה הם – ראש הלשכה, המועצה הארצית, הוועד המרכזי, הוועדים המחוזיים – 5 במספר, בית הדין המשמעתי הארצי, בתי דין משמעתיים מחוזיים, מבקר הלשכה, ועדת אתיקה ארצית וועדות אתיקה מחוזיות.

ועדת האתיקה מורכבת מ-14 חברים ושני נציגי ציבור ותפקידיה הם לטפל בתלונות נגד עורכי דין, לנהל קובלנות משמעתיות בבתי הדין המשמעתיים ולתת מענה לשאילתות.

בכל מחוז קיים ועד מרכזי כשיור ועד המחוז נבחר על ידי חברי הלשכה הרשומים באותו מחוז. ועד מחוז חיפה מונה 14 חברים בנוסף ליור.

מחוז חיפה הינו המחוז השני בגודלו והוא משתרע מחדרה בדרום לנהריה בצפון וכרמיאל במזרח.

בתי המשפט במחוז הם בית המשפט המחוזי בחיפה ובתי משפט השלום בחיפה, בחדרה, בעכו ובקריות.
