I don't know about their hair cutting service quality because I wasn't able to book a reservation. The app is one of those generic apps for service providers that isn't customized at all for Empire barber shop. It makes you pick a location when they only have one and when I tried to "Select Service", I got "data loading error". The design is horrible and the app requires all sorts of pointless permissions.

Downloaded the app to make a reservation (under "Res.") The app asked for a login but no way to create a login. Therefore the app is useless. Unfortunately the reviews with the exception of one, are all related how their haircut was, has nothing to do withe app.
